The developers in this part decided to move away from the previously planned course and focused on the abundance of cultures and on the scale. In comparison with the previous parts, Total War Rome 2 has undergone numerous changes in terms of gameplay, namely:

• land and sea battles were combined;
• the province now consists of several cities – one large and several smaller;
• the interaction of the army and navy has been added – it is now possible to land troops directly in battle;
• detachments are no longer produced in the city – only the commander calls them;
• the diversity of units has increased significantly – now there are more than 500 units;
• significantly improved facial animation of units, as well as improved their models and movements;
• ships can now be rammed and much more.

The number of factions has also increased significantly – now their number exceeds more than a hundred. All factions are divided into five categories (cultures): Greek, Roman, Punic, Barbarian and Oriental. Each of the cultures has its own advantages in politics, war, trade
