Events unfold in a distant future, in which mankind faces the threat of extinction. The surface of the planet due to depletion of resources and climate change has become uninhabitable and people were forced to build huge megacities right at the bottom of the ocean. Thanks to the high level of technology, civilization has learned to extract oxygen from the water, as well as to pump resources from the depths of the seabed. 

The gamer becomes the mayor of one of the underwater megacities and must lead it to prosperity, which will not be an easy task, because the environment is extremely dangerous and aggressive.
