There is no single plot in Victoria 2. The gamer is allowed to choose one of numerous factions and develop it over the period from 1836 to 1936. There is a classic sandbox mode built in, where the user is not set certain goals, and he acts completely freely. And also there are scenarios that allow you to experience real historical events, as well as to pass the quests, because of which the freedom of action is a bit limp. 

The second part of the eponymous line is much simpler than the original, which was criticized for excessive complexity. Because of this, the game has become more responsive to newcomers.
