Plot

Batman defeats the Joker and the crime rate in Gotham is finally seriously decreasing. The authorities talk about the victory over evil, but a number of villains, including Scarecrow, Penguin, Riddler, Harley Queen and Two-Face are still at large.

They decide to destroy their main opponent – Batman, and in all possible ways. Scarecrow invents a new toxin that makes people go crazy and kill each other. He activates the first bomb with a toxin in a small cafe, where a real massacre takes place.
